I searched a bit and can't find a way to bench test these coils. The failed one had identical resistance to the good one. When I have had coils fail in the past (admittedly on other non Merkurs), they test OK with a regular meter but it's the insulation that breaks down. The spark happens, but it's...

The chime module I have had on my ‘89XR for 25 years is this one. It’s on the passenger side behind the passenger seat warmer switch and does not require the removal of the lower dash. On the rear of my XR which was always running low I finally added the spacers that Russ sells to the bottom of the springs.
