So far I have checked the fpr it holds a solid 25psi. checked the vam and seems to be doing right, looked over the vacuum lines and can't find anything. Not saying this is the issue, but 25psi is way too low. Pull vacuum line off when idling, set fuel pressure to 38-42psi, put vacuum line back on. ...

Hmmmm, this actually makes me wonder if mine has the same issue.
Mine is nowhere near this bad, only does it when I brake.
Front brakes are new, tie rod ends are new, but still does.
I was thinking control arm bushings, but maybe inner tie rod ends?

A thought. You/your father now have a Scorpio I think. If that Scorp's tach seems to work okay, try swapping the coil from it into the XR and observe that tach's operation.
