You should have 12V on both, and then the Green/Yellow should drop to GND real quick and fire injectors.
If the pump is triggering when you move the distributor and connector around, sounds like it is working properly.
Next thing I would check is timing of the crank and cam position.

I did a search for Lima race engine and those links had lots of pictures of heavily modified Limas many with manifold studs. Those UK guys that build the various 4 cylinder Ford racing engines recommend putting red rtv on the manifold bolts to keep them from backing out. Haven't tried that yet myse...

I feel you. I've tried the similar fixes on my tach and moving the pot, and it still barely works. yep, same with that post as well...I've taken apart and soldered the connections on each for the tach, still works, but also still reads 30-50% low. Basically no change except me doing a lot of detail...

Not driving yet. It was running when I put it in storage. The broken piece of cladding is the panel between the door and the rear wheel. I don't remember which side.
