I really don't claim to know what's causing this. But, here's some thoughts that occurred to me in re-reading your first post. Could there be a leak in the intercooler that shows up at ~ 10 lbs pressure? Maybe it should be pressure tested. Could the turbo itself be binding internally on worn bushing...

Just a guess...a possible leak in the intake system somewhere--manifold gaskets/bolts; hoses--that siphons off boost. Also, your boost gauge could be off--that's been known to happen; the hole in it that allows vacuum/boost is really tiny and could get clogged.
