Im getting this same issue on my 89. If it was a TSB for the earlier years, wouldnt they have fixed it on the 89? I hooked up the positive probe to the DG/LG (TPS) and the negative probe to the BK/W (Signal return) on the TPS plug. Not the TPS itself.
