If the wastegate clip (on the exhaust) falls off, you wont build any boost. The wastegate actuator might be, as you said, shot - however, given that the car was only making 17psi before - are you running an aftermarket boost controller? Yes, it will heat soak a bit - a small barrier wont hurt - i would try to get some airspace btwn the intercooler and radiator - but remember, even with an intercooler in front of the radiator, you're going to get some soak. At speed it is a non issue, really.

Fun day yesterday. Need to work on my driving, but my co-driver snagged first in a pretty competitive CP class in the merkur yesterday. 13 Days to first points event, and of course, i decided at the last minute to change some things. I reinforced my rear beam with that TSS kit that i scored from Brad a couple years ago. You might want to consider doing something similar for certain.
