It's the IAC... had the exact same problem with mine... left it unplugged for a long time... I finally cleaned it and no problems since

There is a guard for the power steering rack that you are referring to. This is where the rubber flap should be mounted to, not the bottom of the radiator itself. With the flap in the correct location, it will aid in cooling. WRONG... there are TWO "rubber flaps"... one on the bottom of t...

Check the connection on the fan itself.... Mine had "corroded" to the point that it wouldn't either.... Had to clean and use dilectric grease on it....
