The 16 still has a little give to it, the 19 feels like a 30 when its in installed.

If he just got the car the PO may have installed a short shifter, new bushing, or both.
I picked up an XR once that came with a BAT short shifter and new hardware. It was tough to get into reverse, requiring a determined down-left-up.

I feel like most folks would lean towards the 16mm Rapido rear bar vs. the 19mm one (?)

I'd rather have the 19mm personally, but getting 12 people in line for the 16mm would probably be an easier task.
