This procedure should be the same for XR or Scorpio, so I'm putting it here in the general section. I'll admit I haven't even checked the FSM yet on this; but I can't ever recall reading about it there or on any of the on-line resources over the years.
This topic came up for me recently after converting the Scorpio to VW Passat calipers and Focus rotors. I just sorta picked a spot to set the adjuster that seemed right but apparently that was too tight. The left caliper bound up and didn't release until cooling off. I loosened the adjuster and no binding issues now, but under testing just using the e-brake to stop, the right side is getting hotter than the left. So I probably need to tighten it a bit now, but wondering if there's a more scientific way to do this other than trial and error.
Note, hydraulic operation of the rear brakes is totally fine.

I may misunderstand how it works, but my belief was the little half-moon "pulley" ensured that the left and right stayed balanced. Shouldn't the cable slide along the pulley such that one caliper is cinched down, then the other?

That was my belief as well, but it doesn't seem to be working that way. The SM does have a procedure for setting the parking brake. IIRC you need both rear wheels off the ground and then modestly adjust cable tension while rotating each wheel to feel for drag, and repeat.
