Apologies for the late response, been busy with other projects.
This is doable assuming the following;
1. That 9 windshields will fit in either my '94 Volvo wagon or the '88 Scorpio?
2. The Canada / US border is open by the Carlisle dates?
3. Carlisle is a go for 2021?
I live about 90 km (55 mi), south of Halifax, Nova Scotia - a major container port for international shipments. So, pick-up upon arrival is relatively simple.
If this purchase happens it is important to have the shipment flagged as 'HS code 9966.00.00' to qualify as duty / tax free. The Canadian government does not tax 'antique car' parts (vehicle manufactured more than 25 years ago). The link below explains the details. I don't know what US customs would do when it crosses into the US???

Make sure your use the correct mounting tape for mirror bracket to windshield. Glass & bracket expand & contract at different rates that is the main cause of cracked windshield at mirror.

FYI with UK sourced Scorpio / Granada WS is the VIN window is on the lower right corner of the glass, vs lower left for NA based models.

Wish I had known about that. Found that out the hard way, after a Safelite or such installer replaced windshields on both the XR and Scorpio maybe 3-4 few years ago. He "remembered doing many of both of these cars in the '80s/'90's... " Both cracked around the mirror plate within a week after slight nudges to adjust them. And, they wouldn't stand behind the problem, as basically almost all other mirrors just mount directly to the glass, no pad to buffer shocks (i.e., they did everything "SOP," and not responsible for me "hitting the mirror.") If I had known about requiring a padded adhesive, I would have made a big stink about it when trying to file a complaint, and/or would have installed the mirrors myself instead of letting him do it.

I contacted a company in the UK and they came back with the prices below (excl. shipping), for a 'tinted windscreen';
1 piece - ~$560 USD (+ shipping)
5 pieces - ~$350 USD ea. (+ shipping)
10 pieces - $320 USD ea. (+ shipping)
I have no idea how the above prices compare with a 'typical' windshield. I'm waiting for a quote for shipping to Canada, I'll share this as soon as I have it.

For a ship to address I used mine, I live ~90 km (~55 mi) from Halifax, NS which has a huge container handling facility (all vehicles from the UK or EU pass through here). Shipping to a US address will be more. Prices below include customs clearance but not duty or taxes. In Canada imported parts for vehicles more than 25 years old are duty free (taxes still apply).

Door to door 1-4 pieces = $1640 USD insured (~$750 USD per windshield assuming 4 are ordered)
Door to door 5-10 pieces = $2072 USD insured (~$520 USD per windshield assuming 10 are ordered)
Germany (Motomobil)
I was quoted a ballpark figure of $1200 USD for one with the comment that 'it probably would not arrive intact'. Motomobil did not provide a quote '1-4' or '5-10' pieces.
From my perspective the above prices are expensive. There must be a Canadian or US company capable of producing a short run of windshields for less than the prices quoted above? I haven't found one as yet, maybe one of you has come across one?
