Need help Motor issue

Need help Motor issue
First let me say I am new to the Merkur But I have had ywo Sierra saphire cosworths while stationed in italy. I just got my XR last week Paid a 1000 for it it ran good I drove it about 30 miles stopped to put gas in it and then it started to run like it was missing or stubbling. I parked it then a few hours later drove it again it ran fine boosted fine then after about ten minutes it started the same thing again. Now every time I start it it does it no power and stumbles.
Now the car has a larger cam
blue injectors
SVO computer and VAM
and 3 inch exhuast
What I checked:
I checked timing and with the VAM off it is at 11 or 13 plugged in around 30
all plugs are getting spark
all vacume lines are good.
cleaned out the whole throttle body and valves and sensores on it.
cleaned out the vam
Now I did notice the turbos waste gate seems to stay open but it should still run corectly
I am stuck I do not know what else to try please give me your imput.

1st, welcome!
First thing to do is pull trouble codes. Do you have a code reader of some sort?
Do you have a shop manual? You can get one on CD for cheap money.
Do you have any idea what size those blue injectors are? If they're CFI injectors, those are ~43 pph, which is too big for a stock PCM.
I don't want to throw too much at you at once, so let's start there.

In addition;
This might not be it, but i've known it to cause a car to run rough: check that the PCV valve is intact. It's behind the distributor, next to the block. You should replace it anyway with a new one from Ford. I once had the PCV valve actually disintegrate, and the XR ran rough.
Another thing: check the TPS voltage and base idle. If improperly set, it will cause rough running.
check that the timing belt hasn't stripped a tooth or jumped time. You can do this by looking at the belt in the little gap between the timing belt cover and the cam gear.
Overall: It's probably something simple, so check the simple (and cheap to fix) things first.

I checked the PVC and is in good order i cleaned also just in case. also hoses are in good order.
i did set the voltage again for the TPS and base ide were all good.
also all timing marks line up.
I know it has to be something simple and steering me in the face. The past couple of days I have gone over everything and have check over everything again and again. The question is what am I missing. The cat is not backed up because It is hollow. the 02 sensor is new the spark plugs are new no vac leaks. could it be the vam voltage How would I read it out. I mean what pins do I read while moving the flap. Even though all plugs are firing could wires be week?
Maybe I will have to start from ground zero and just re time and re base everything. Its crazy one minute fine one minute rough do not get it.

ok well i went out and started from scratch I started with the base idle settings and TPS first and it has cured it for the most part running alot smoother and has its power back no just a turbo problem. The actuator seems to be keeping the waste gate open I am boosting all the time when it should kick in at a specific rpm nope just depends on how much throttle it has waste gate is open. I took the actuator out and it seems short like the gate is open when if I am correct shouldn't it open on vacum I put a vacum to the acuator and it does not move. I can only pull it?
Any thoughts

ok 10 psi of pressure. Witch way should the actuator move. When I had my cosworths it would pull the actuator in to open the waste gate this actuator on the xr with motor running has the WG open and if it run by vacum It can not get sucked in anymore. I think I need a new one. Might just get a whole new turbo maybe a t3/t4 like my sierra's had.

It should push OUT, away from the turbo. Don't put more than about 15 psi to it, it'll likely rupture. How do you know it's open?? Nice looking car, BTW...

I took the intercooler and VAM off started the car and the turbo spins, But has you hit the gas it spins faster and faster and the rod does not move. So I disconnected the rod from the waste gate and the waste gate and manual open and closed it with car at ideal to find the open and closed position well when the rod is hooked up it is in the open position. I am guessing who ever had the car before me might have put the wrong one on it. I might need a new one.

When you put pressure not vacuum to the waste gate it only moves about .015". Your have to watch very closely to see it move. Are you sure you don't have a threaded waste gate actuator rod?
