Fuel pressure regulator could be bad.

I have three good vams-$35 shipped each.

You don't. Or perhaps I should say, "You shouldn't". It's not really meant to be adjusted like a carburetor - it's factory preset to be what it should be.

It's common for them to fail. Replacement with a known-good unit is usually the best option. But make sure it's actually the cause of your problem first.

How's your o2 sensor ground?
Just tossing that out there. First thing I look for on an XR running rich.
